SAFE is the Security & Airport Safety Enforcement program. The SAFE program is designed to promote the safety and security of the airport through the enforcement of LAX Rules and Regulations, LAX Airport Security Program and applicable Code of Federal Regulations, State of California regulations and City of Los Angeles regulations.
On June 01, 2019, the SAFE Program went thru an extensive re-write. The program is now more clearly defined and includes pre-determined penalties for most instances so badge holders can know what to expect. This change seeks to increase the safety and security of the airport by identifying badge holders that pose an increased risk to themselves or others.
All violations of the LAX Rules & Regulations have a pre-determined number of points (see the SAFE document for the point value). When a employee receives a citation, the points are added to their profile. If the accumulated points received in the last 12 months reaches or passes a point threshold, then a notice of Badge Suspension (or other appropriate action) will be sent within 7 business days.

If you receive an electronic citation, you should inform your supervisor. If LAWA provided training, a suspension or other action is required, a notice will be sent via email to your company's designated contact.
If you receive a paper citation, you must provide the paper citation to your supervisor immediately. The supervisor must take corrective action and return the citation within 72 hours to the Airport Police station at 9160 South Loyola Blvd, Los Angeles, CA 90045.
If you have accumulated enough points that a pre-determined suspension is warranted, your company’s designated point of contact will receive a “Notice of Badge Suspension” via e-mail that they must provide to you. This notice will describe the procedure and time frame that your badges will be recalled (deactivated). This does not replace the current policy that allows for the immediate confiscation of badges in cases of gross negligence or egregious security offenses.
The purpose of the SAFE program is the increase the safety & security of the airport by identifying badge holders who pose an increased risk to themselves or others. As such, the pre-determined penalties in the SAFE program follow the individual, regardless of the company they are working for when a citation occurs.

If you are issued a citation that you do not agree with, you have 7 days from the date of citation to contest that citation by filing a “Request for Appeal” form (found on the SAFE program website). Please refer to the SAFE document for further details.
