The mission of the Los Angeles City Attorney’s Office is to serve the City by providing the highest caliber legal services, with clarity and consistency, promoting public safety, pursuing justice and equity in the City’s criminal justice system, protecting the City’s interests and protecting its people and communities from unlawful and unfair practices, and helping the City serve its constituents with integrity, accountability, efficiency and transparency.
Hydee Feldstein Soto is the 43rd Los Angeles City Attorney, elected in November 2022 and sworn into office in December 2022. She is the City’s general counsel and serves as legal advisor to the Mayor, City Council, and to the hundreds of boards, departments, officers, and entities that make up the City of Los Angeles.
The Airports Division of the City Attorney’s Office provides legal advice and representation on all matters related to the operation and management of the airports operated by LAWA. We handle a wide range of matters, including contracts, leases, concessions, permits, licenses, eminent domain, inverse condemnation, personal injury, bankruptcy, municipal financing, land use, landlord-tenant, insurance and risk management, nuisance, bankruptcy, exercise of First Amendment rights, noise regulations, engineering, construction, federal regulations, labor law, police matters, the City Charter, Administrative and Municipal codes, conflict of interest, ethics, Public Records Act, the Brown Act, and environmental law. We also handle litigation, including supervision of outside counsel, in lawsuits pending in state and federal courts and before various administrative bodies such as the Civil Services Commission, the California Public Utilities Commission, and the U.S. and California Departments of Transportation.
To request legal assistance, LAWA staff should submit a written memo (Blue form) describing the work needed or the question to be addressed to Brian C. Ostler. For proper work assignment and records purposes, all matters are logged in, a file is opened and an attorney is assigned. Matters are assigned based on workload and expertise.
