The LAX Landside Access Modernization Program (LAMP) $5.5 billion project is the City of Los Angeles’ largest contract awarded with a Public, Private, Partnership (P3) and a Design, Build, Finance, Operate, Maintain (DBFOM) Contracting Model. The LAMP projects, are a big step toward modernizing infrastructure at the Los Angeles International Airport and relieving significant surrounding surface transportation congestion. LAMP includes five major elements: a 2.25-mile Automated People Mover (APM) that will connect three on-airport stations to Metro Rail and transit services; a Consolidated Rent-A-Car (ConRAC) Facility; two Intermodal Transportation Facilities for additional parking, ground transportation services, meter-greeter activities; and roadway improvements. Most importantly, this is the first time that Request for Proposal (RFP) weighted the Inclusivity and Workforce Development scoring almost equal to the overall APM System Technical Merit points.
The Capital Improvement Plan (CIP) is a multi-year comprehensive planning document that lists proposed capital projects. These projects include building new assets, renovating and/or rehabilitating existing assets to extend their useful life.
